Allen was a Doomsday Group member that Gazzy and Angel (who were temporarily going under the names Andrew and Angelika) saw in ANGEL. However, he was not seen in any of the other books.
History
While Toni was taking them to Mark, Gazzy and Angel saw a kid banging his head against a wall. Gazzy asked Toni what was with him; the girl then told him not to mind Allen—he just needed to learn to trust the One Light.
After this, he was not seen again.
